The Tijuana cartel’s Mexican accountant and drug trafficker Enedina Arellano Félix is frequently credited as being the brains behind her brothers’ organization. Enedina has taken charge of the Tijuana Cartel alongside Luis Fernando because most of her brothers are either in prison or have passed away. She has also managed the organization’s finances and supervised alliances (before his capture in 2014). Her prior relationships with Colombian cocaine dealers allowed the organization to continue operating.

Enedina wanted Benjamn Arellano Félix to get their own supply of cocaine so they could market it as crack, lifting their organization out of Miguel ngel Félix Gallardo’s shadow. However, Benjamn rejected all of her suggestions since he didn’t want to offend Félix Gallardo.

Enedina urged that her brother speak to Félix Gallardo about Héctor Palma Salazar’s use of the infrastructure that the Arellano Félix family built to move 30% of his cocaine. When Félix levied a levy on Sinaloan shipments, Palma was forced to remove his cocaine from Tijuana. Through a tunnel that Chapo Guzmán built, Palma secretly started transporting cocaine into San Diego.

The Arellano Félix family received information about the tunnel from the DEA, and her brother Ramón destroyed it, almost murdering Chapo. As a result, there was a bloody conflict between the Tijuana and Sinaloa plazas. After Enedina advised Benjamn to have experienced Sinaloan smuggler Cochiloco killed when he came in Tijuana to make apologies with the brothers, the conflict was put an end.

Enedina and socialite Isabella Bautista launched their own drug smuggling enterprise at the same time, using Mexican women who were employed in the US as drug mules. She first encountered Orlando Henao Montoya, the head of the Norte del Valle cartel in Colombia, through Bautista. Despite the fact that their union had been very successful, Enedina ended it, declaring that she would always be faithful.

Following the Sylmar warehouse bust, Enedina persuaded her brothers to buy their cocaine directly from the Cali cartel, undercutting Félix Gallardo and the Guadalajara cartel. Benjamn announced his departure from the Guadalajara cartel shortly after.
