Since at least the 1970s, the beach has been popular for naked swimming. Except for a 10-acre plot of privately held land west of Reeder Road at Collins Beach’s north edge, it is surrounded by a 12,000-acre fish and game reserve.

Nude beachgoers continue into the non-nude North Unit Beach, which is poorly defined and ineffectively screened from view, prompting the property owners to file a legal complaint.

Collins Beach is one of two approved clothing-optional beaches in Oregon, following the closure of Glass Bar Island in Eugene. Rooster Rock State Park is the other.

The Oregon Department of Fish and Wildlife manages it in collaboration with the Columbia County Sheriff’s Office.
